What Is ISPM-15?
ISPM-15 (International Standards for Phytosanitary Measures No. 15) is a set of guidelines developed by the International Plant Protection Convention (IPPC) to prevent the international spread of disease and insects through wood packaging materials.
In practical terms: if you're shipping goods internationally on wooden pallets, those pallets must be treated and marked according to ISPM-15 standards.
Why Heat Treatment?
Wood naturally harbors insects, larvae, and fungal organisms. When untreated wood crosses borders, it can introduce invasive species that devastate local ecosystems and agriculture. The emerald ash borer and Asian longhorn beetle are two notorious examples of pests spread via wood packaging.
Heat treatment (HT) involves raising the core temperature of the wood to at least 56°C (132.8°F) for a minimum of 30 minutes. This kills all regulated pests without using chemicals.
The ISPM-15 Mark
Compliant pallets carry a specific stamp showing:
- The IPPC logo (a wheat symbol)
- Country code (US for United States)
- Producer/treatment provider number
- Treatment code (HT for heat treatment, or MB for methyl bromide — though MB is being phased out)
Who Needs ISPM-15 Pallets?
You need ISPM-15 compliant pallets if you're:
- Exporting goods to any country that enforces the standard (most do)
- Shipping through ports where customs inspects wood packaging
- Supplying to multinational companies with global compliance requirements
What Happens If You Don't Comply?
Non-compliant shipments face:
- Rejection at port: Your goods won't enter the destination country
- Fumigation charges: Expensive on-site treatment at the port
- Delays: Days or weeks added to your delivery timeline
- Fines: Repeated violations can result in penalties
