The FSMA requires all components of the food supply chain — including wooden pallets — to meet sanitary transport requirements. Pallets used to transport food must be free of contamination, chemical residues, and biological hazards. Universal Pallet Supply provides FSMA-compliant pallets that are visually inspected for cleanliness, free of chemical treatment residues (we use heat only, never methyl bromide), and constructed from clean, kiln-dried lumber where required. Our food-grade pallets are segregated from general inventory and handled with dedicated equipment to prevent cross-contamination.

FDA Requirements

Pharmaceutical, Healthcare, Food & Beverage

The FDA regulates materials that come into contact with food and pharmaceutical products. While wood pallets themselves are not directly regulated as food-contact surfaces, the FDA expects pallets used in pharmaceutical and food environments to be clean, structurally sound, and free of substances that could contaminate products. Our pallets for FDA-regulated industries are inspected for mold, pest evidence, chemical odors, and structural defects. We provide certificates of treatment and can supply batch-specific documentation for GMP-compliant facilities. For pharmaceutical distribution, we offer pallets kiln-dried to below 19% moisture content to minimize mold risk.

ISPM-15 (International Standards for Phytosanitary Measures)

All industries with international shipments

ISPM-15 is the international standard governing wood packaging materials (WPM) in international trade. It requires all solid wood packaging — including pallets, crates, and dunnage — to be heat treated or fumigated to eliminate pest organisms before crossing international borders. Universal Pallet Supply operates an IPPC-registered heat treatment facility at our Portsmouth, VA location. We heat treat pallets to a core temperature of 56 degrees Celsius for a minimum of 30 minutes, meeting the HT standard. Every treated pallet receives the official IPPC/HT stamp with our registered facility number. We provide treatment certificates for every batch, which can be used as customs documentation for export shipments.
